CITY OF NORMANDY, MISSOURI
FENCE REGULATIONS
1. Permit. A fence permit from the City of Normandy must
be obtained prior to erecting a new fence or replacing an existing fence.
Apply at City Hall front counter Monday through Friday between 9:00 a.m. -
5:00 p.m. The cost is $20.00.
2. Survey or Site Plan Required. A survey or site plan is required showing
all existing fences, retaining walls, and structures on or within ten (10)
feet of the property line on the applicant's and all adjoining properties.
If you choose to have a survey done, it is recommended that you have your
property corners staked. Corner lots must be indicated with the adjacent
street(s) shown. The City of Normandy cannot be held responsible for
improper fence placement.
3. Fence Heights.
a. A solid division fence or screen shall not exceed six (6) feet in
height.
b. A division fence or screen not exceeding eight (8) feet in height may
be erected if penetrated with openings at regular intervals or latticed so
that the combined area of openings shall be at least fifty (50) percent of
the actual surface of such fence.
c. A solid division fence up to eight (8) feet in height may be erected on
properties zoned commercial or industrial that border a residential zoning district
provided that fence is constructed of wood or similar material (chain link is prohibited) and
approved by the Planning and Zoning Commission.
d. No fence or any other structure or planting higher than two and
one-half (2-1/2) feet above street grade shall be erected within fifteen
(15) feet of any street intersection.
4. Front Yard Fences. Fences may not be placed in front of the front
building line of a property.
5. Adjacent Fences. No fence shall be erected adjacent to, or within close
proximity of, an existing fence.
6. Finished Side Facing Neighbor. Fences are required to be erected with
the finished side out, meaning the side of the fence with the posts on it
must face the applicant's property.
7. Barbed Wire. Barbed wire is prohibited.
8. Advertising. No advertising of any kind is allowed on any fence.
9. Fence Post Depth. Fence posts are required to be driven a minimum of
two feet below ground level. Because utilities sometimes have easements
and underground services, call 1-800-DIG-RITE, before excavating to locate
utilities.
10. Workmanship. Fences must be true to line and grade. This means the
fences must be erected vertically and must run essentially straight along
the property line. Poor workmanship shall be a cause for rejection of the
construction by the Building Inspector.
11. Inspections. It is the responsibility of the persons erecting a fence
to call for an inspection at the following times:
a. when the holes for the fence posts have been dug
b. when the fence has been erected
