Collection Fee

A mandatory service charge shall be imposed upon the owner or occupant of each dwelling unit, whether the services are used or not, provided however that there will not be a charge for a vacant unit.

The service charge shall be payable in advance of services rendered on the first (1st) of the months of October, January, April and July. All charges shall be delinquent if not paid within thirty (30) days after becoming due.  Failure to pay the charges shall be grounds for discontinuance of the service until charges are paid.

The amount to be paid for trash collection is $58.69 per quarter or $237.76 per year.  A 10% discount applies if you pay for the year during the months of October, November or December.  The discounted rate is $211.28

Your collection days are:

  • Ward 1 -- Monday for regular trash and yardwaste *

  • Ward 2 -- Tuesday for regular trash and yardwaste **

  • ALL -- Wednesday for heavy pick-up / appliances require a tag purchased from City Hall for $10

  • Ward 3 & 4 -- Thursday for regular trash and yardwaste ***

  • ALL -- Friday for recycling

*Ward 1 -- Annex Court, Atherstone Drive, Bermuda Drive (from addresses 5621 - 6114), Blandford Drive, Brand Ave., Dartmoor Drive, Ellington Drive, Holborn Drive, Paddington Drive, Parchester Drive, Sanborn Drive, Sheriton Drive, Tuxedo Court, Winchelsea Drive, Wooddale Lane and Woodstock Road.

**Ward 2 -- Belwood Drive, Bermuda Court, Bermuda Drive (from addresses 1000 - 5615), Colton Drive, Donbar Drive, Faraway Drive, Horizon Drive, Kirkland Drive, Olene Drive, San Bernardino Ave., San Diego Ave., Bishop J.A. Storage Containers

90 gallon roll-out carts are supplied to each residence in the City.  If more than one roll-out cart is needed, you may purchase one for $45.  

Yard Waste -- Defined as grass, weeds, leaves, berries, and gumballs. Leaves, grass and weeds must be stored and separated from regular garbage in a plastic container or biodegradable paper yard waste bags that must be purchased from any drug, grocery and/or hardware stores.

Wood Chips -- Wood chips from our limb chipper are available to all Normandy residents that wish them.  Bring a container to the Department of Public Works, 5800 Bermuda Road, between 8:00 am and 2:30 pm, Monday through Friday.

Trash Dumpster -- The City offers a two (2) cubic yard trash container for large household clean-ups.  Residents having a need for a trash container, may apply in person at City Hall and pay $14 per dump fee.  Containers are issued for seven (7) days on a FIRST COME-FIRST SERVED basis.

Mulch -- is available year round at our Public Works Dept.  Mulch can be picked up at 5800 Bermuda Rd. or you may call (314) 385-3300, ext. 3010 during normal working hours.

Bulky Items -- Items must be placed at the curb prior to 7:00 am on Wednesdays.  Refrigerators must have doors removed.  In the event of a holiday during any week, there is no bulk item pick-up.

Recycling --  Recycling collection day is Fridays and the collection process will remain the same.  However, the accepted recycling materials will increase to include the listed material below:

CO-MINGLED CONTAINERS:

  • Aluminum Cans, Trays & Foil (trays & foil must be cleaned)

  • Aseptic Packaging & Gable Top Containers (milk & juice cartons)

  • Steel Cans & Tins

  • PET Soda, Water & flavored Beverage Bottles (#1 clear & green plastic resin)

  • HDPE Milk & Juice Jugs (#2 clear plastic resin)

  • HDPE Detergent & Fabric Softener Containers (#2 colored plastic resin)

  • PVC Narrow Neck Containers Only (#3 plastic resin); such as health & beauty aid products, household cleaners.

  • LDPE Grocery Containers (#4 plastic resin); such as margarine tubs, frozen dessert cups, six and twelve pack rings.

  • PP Grocery Containers (#5 plastic resin); such as yogurt cups, narrow neck syrup and ketchup bottles.

  • #7 Plastic Resin Narrow Neck Containers Only.

  • Plastic Buckets, such as kitty litter containers (5 gallon size maximum).

  • Glass Bottles and Jars (clear, brown, green); no window glass, dinnerware or ceramics.

Notes:

  1. All containers to be emptied and rinsed clean.

  2. No motor oil, insecticide, herbicide or hazardous chemical containers.

  3. Plastic bags should be returned to grocery or department store.

  4. No plastic film (no plastic sheets, tarps or wrap).

  5. No expanded foam or clear polystyrene per joint advisory from the Illinois Recycling Association, Illinois Department of Commerce & Community Affairs, and Region 5 US Environmental Protection Agency.

RESIDENTIAL PAPER FIBER:

  • Newspaper, including inserts (remove plastic sleeves)

  • Cardboard (no waxed cardboard)

  • Kraft (brown paper) Bags

  • Magazines, Catalogs and Telephone Books

  • Office, Computer, Notebook & Gift Wrap Paper (no metal clips, spirals, binders)

  • Chipboard (cereal, cake & food mix boxes, gift boxes, etc.)

  • Carrier Stock (soda & beer can carrying cases)

  • Junk Mail & Envelopes (no plastic cards, stick on labels or unused stamps)

Limbs

Tree limbs less than four (4) inches in diameter shall be placed at the curb for the chipper prior to 7:00 am Monday morning.  Limbs in excess of four (4) inches in diameter shall be cut in sections not exceed forty-eight (48) inches in length and placed at the curb.

Trash Guidelines

Liquid wastes CANNOT be collected.  Non-hazardous items such as latex paint may be solidified with an absorbent material such as "kitty litter" (the liquid must be completely dry and the containers should be thrown away without the lid in place).

Yard waste with trash mixed in the same container CANNOT be collected.

Loose materials MUST be containerized or bundled.

Automobile parts and components (engine blocks, tires, batteries, etc..) CANNOT be collected or disposed of in a landfill.
